Green bars appear on screen

I'm uses Premiere Pro on my Windows laptop and there's been a constant issue of these green bars/strips that appear across the Source and Program monitors like a bar code, as well as the Project monitor when it shows you the thumbnail for the footage. The bars even show when the playhead isn't moving through any video, if I have some audio in the timeline, the program monitor will still show the green bars. I've tried going to the control panel and going to the "rolling back drivers" button but it wouldn't let me click it as it was already grayed out. I'd really appreciate some help, as I'm not that skilled at Premier or the specs of my laptop in general.
