green lines in rendering, a bug or gpu problem?

so i was putting my files and it shows up like this, as you can see in premiere pro it wont display the video properly. some green lines around the preview screen, some people have same problem but it covers the whole video. so i watch some tutorial but it didnt work, it's probably the different problem
