H.264 Constant bit rate is not useing my settings in pro2017

I'm trying to output a file using H.264 to a mp4 file.

with a constant bit rate of 12 Mbps.

the output depends on the file goes between 9 Mbps to 11 Mbps.

Why it is not output as the settings are?

In my testing of H.264 CBR, the bitrate does vary.  It doesn't actually remain constant as it does with DNx, for example.  This has long been the case for PP.

Yes. it is not constant at all.

also depends on the footage, it is dependent on value.
