h.264 export looks awful

Im proxy editing uhd drone footage in premiere and the export looks horrible. Ill post a photo of my settings. Im new to proxy editing so bear with me. The file seems way too small as well. If I export to Quicktime it looks great, but its insanely large. Any export tips?

I think the data rate is too low, try increasing it. I only do HD but my H264 data rate is never lower than 20 Mbs

Thanks guys! I bumped it up to 60 with a max of 100 and it looks awesome! Im learning!

I would agree with Richard.  Those bitrates are fine for HD, but a bit skimpy for UHD.
