H.265 Codec not working--Again!

I am subscribed to the creative cloud through my university. Half of the time when I open Premiere Pro, the H.265 codec has problems loading. Now it won't load at all. I've restarted Premiere several times, restarted the computer (Win 10), and logged out and back in to Creative Cloud a couple of times--nothing works. The first time I started Premiere with the current problem, I got a message that I needed to subscribe to get the codec. That message has not displayed again, but I cannot play  or work on H.265 files. I get the error message: "The file has no audio or video streams."  Oddly, I can still export media with the H.265 codec, so that works. I can also play the newly exported file but I cannot play or use any of the previously made files.

Hey,

No don't just restart the system.

Ok i explain to you. There is 2 way to clean Cache

1- from Premiere App

2- Manually

1- Go to "edit", "preferences", "media"

     you will see "Media Cache Database" and a "Clean" button. Just Press and wait till it's done.

2- Look at the location of the Media  Cache...Roaming/Adobe/Common just follow this location in a windows folder when you find the "Media Cache Files" just go to that folder and delete everything in it. SHIFT+DELETE. Don't be afraid nothing will go. Just everything will conform again that's all.

I always do the second way, and in both ways i close all applications, and restart the whole system.

It should work for you this way.

Oh to be sure 100% it will work there is a folder just under the "media cache files" named "Peak Files" just SHIFT+DELETE the files inside, that can cause your message to pop up.

Hello,

The best way to solve this issue "The file has no audio or video streams." Is to clean the cache. Through Premiere or manually go to the located folder on your system then i advice to restart the whole desktop or only premiere and it should be working. If not try to open the h.265 export with VLC and see if it work or not. If not download the codec so it work on vlc and restart system and try again.

Hello and thanks for the quick response!

I restarted the computer and Premiere again but that did not solve the "The file has no audio or video streams" problem in Premiere. I downloaded and played H.265 files with VLC which worked "out of the box" without any extra steps. After playing files with VLC, those sames files still will not play on Premiere (and just in case, I restarted the computer after testing VLC since restarting solves 95% of problems--but not this one).

I'm not sure what action you are referring to about mannually going to the located folder. Could you clarify a bit?

So looking up clear cache for Premiere, I went into Premiere's Preferences--Media and used the "clean" button but that did not fix it. I tried to find the cache folders. I found folders named Media Cache, Media Cache Files, Peak Files, and Team Projects Cache. Is this where I would manually clear the cache?
