Handbrake VFR to CFR drops a lot of frames

I recorded my phone's screen at 60fps and when I move it to Windows, it says it's 11 fps but plays really smooth. So it's just VFR working really well I assume (no I hate VFR, it's a pain in the butt to work on). When I went and convert the VFR video to CFR with Handbrake, the output was very laggy and only in 11fps even though I set the framerate 60fps Constant. I even tried putting CRF to 0 and making the framerate 120fps Constant which didn't help at all. Can somebody help me export this properly so I can edit it on Premiere which by the way also drops the framerate from 60 to 11?

Trying to make 11 frames into 60 fps is asking for a miracle.

You probably didn't understand my question. It is 60fps but peak framerate, but handbrake is downscaling that peak 60fps into the average 11fps for some reasons.
