Hardware Acceleration is Unavailable - H.264 Encoding

Hi I was trying to encode a video using H.264 encoding in the newest version of Premiere Pro and I have no Hardware Acceleration Support. Under "Performance" it is greyed out under Software Only.

CPU:  intel i9-7980xe

GPU - Quadro M4000

Ram : 64gb

    This feature (Hardware Encoding) requires Intel CPU w/QuickSync (Sandy Bridge or newer Intel CPUs).

    Well, I have quicksync on 2 systems and it's still greyed out...

    • My desktop's i7-6700 and my GPU is an Nvidia 1050 TI which should have all the latest tech on board as well. --> 0% GPU usage on H.264 rendering
    • Also on my work laptop, different specs (both Intel HD and dedicated Nvidia 960m GPU + i7 GPU with Quicksync), I can verify this does NOT work either no matter what I try

    What am I doing wrong? And I know I'm not alone (the internet is full of 'After effects/Premiere/Media encoder not using GPU' threads.)
