Have trouble with tracks since 3 days

When I put more than one track in the timeline and try to move one, it will automatically move the other forward or split it. They will never be above or below the other, which is the goal I'm trying to achieve.

    Track as in clip, video, audio?

    I should say clip, not track, see screenshot, the first clip is audio in green and second is video above. When I move the

     

     video, it will automatically split the audio below so they will never be aligned vertically. Same for the audio
