Having issues with creating titles in Premiere Pro?

I have been teaching myself how to use Premiere Pro through lynda.com. I have finally gotten to the last real chapter on editing before it goes into exporting and they are trying to teach me how to add titles and what not to my projects. However, the way they are teach me by going to Graphics-New Layer-Text it won't let me. New Layer is greyed out and I cannot figure out why. I also tried using the shortcut CTRL+T (Windows user) and that does nothing for me also. I've tried inserting the title into other video clips in hope that I could at least learn as I am using their practice files to learn before I start my own project, but nowhere in the project will it let me add a title. Any ideas? Could it be an issue that the sites practice files isn't letting me do it?

    If you're using the latest version of Premiere you can simply select the type tool in the tool bar and click on the program monitor and start typing. This will add a text layer to your timeline.

    You can also go to the top of the interface and go to Window/Essential Graphics and select edit in the essential graphics panel to change the look of your text.
