Having triming and expanding issue in timeline on adobe premiere pro 23.4

I am having this issue where it does this when i am trimming or expanding the clip or text in timeline. It started happening after updating to 23.4. I have tried resetting preference setting and even clean reinstalled the software nothing worked.

My system: hp 8770w

Windows 10
