Having trouble editing with time remapping

 I have lots of 4k video clips that I have for a project. I made Proxies out of them so I can edit faster, which I believe may be part of the problem. When I make a speed ramp with keyframes, it totally changes the clip. So when I turn the proxies off before I export, the clips 'time' has been shifted over, making everything really out of wack. In one case, 

 

Does anyone have some advice for me?? I've only had this problem once, and that was when the clip had a different frame rate from the proxy frame rate. But I made sure that wasn't the issue this time.

 

It's super frustrating how I can't use keyframes for speed without 'shifting' the entire clip!

    What's the source of the 4K material?  What's the codec and frame rate?

    How did you get your proxies? Did you make them from PP?  I'm not sure how the proxy frame rate is different than the clip or why it would work when it is. FWIW: I use proxies of 1080p and 4k uhd and I can time remap when I want, nothing special needs to be done.

    I'm on PP 13.1.5 which version are you running?
