HDD @ 100 percent usage premiere pro cc stalling and freezing

Hi - my project keeps freezing and stalling. After endless troubleshooting I think the issue is that the HDD containing all the source video files goes to 100% usage whenever Premiere is active. I'm thinking that is causing it to move REALLY slowly and freeze frequently (generally the timeline freezes first so it stops playing video).
My CPU is an
i7-7700

with 24gb ram

GPU is Radeon RX480

Does it make sense that this is the source of the issue? If yes, any way to fix?

tried exporting the project to an SSD using project manager so I could move it to another computer but it hangs when I try...

It seems that many users are having trouble with hard drives suddenly bottle necking, lately.

Project Manager crashes regularly on me, even with smaller jobs. But probably, the same thing happens as when you are working in Premiere Pro,

It simply bottlenecks the hard drive trying yo copy the media. If you have the time, maybe simplify your timeline and try to consolidate the files again with

Project manager and then let it run over-night. Or what I do sometimes if my timeline is really simple, is to export an .xml of the timeline and manually

gather the footage.

A HDD should not be more then 75% full.

Might be on the verge of breaking down?
