HDR Signal Transmission from After Effects vs. Premiere Pro - Please Update and Help!

I use an ASUS CU4K30 capture card to transmit to my HDR monitor. This solution works well with Premiere Pro and, up until the recent After Effects beta updates, worked well with After Effects beta (for the last 1.5 years). It never worked with the proper After Effects, though.

I have a few questions:

1. What prompted the change to After Effects beta for it to no longer transmit HDR data in this way?

2. Why does Premiere still transmit an HDR signal in this way?

3. Given how closely Premiere and After Effects are meant to work together, why is there not a consistent standard of HDR transmission and workflow across these two apps?

4. Can you update After Effects or at least After Effects beta to enable HDR transmission through such capture cards? Not everyone has the money to pay $1,000 for Blackmagic products. Incidentally, I bought two Blackmagic cards in the past and both were dead on arrival.

Yep, that's OK! I appreciate your help!
I ran a little test today, and even without the Asus capture device, I
noticed that Premiere does transmit an HDR signal directly to an external
HDR-enabled monitor, whereas After Effects and After Effects beta do not.

Hi. Thanks. I'd appreciate your moving this post to wherever it will get
the most attention, and where someone can read it to fix my problem. I am
SUPER frustrated. This change just derailed a number of projects that I've
spent years working on.
