Header bar is unresponsive

My header bar is non-responsive. The header-bar is just under the menus and lists the three shortcuts, 'Import Edit Export'. Clicking on any of the three has no effect.

I've tried to reset workspace, but that does not resolve the issue.

Any idea what I may have done?

Legend

Close Premiere.

Hold down the Shift key, launch the app.

In the pop-up dialog, select clear all cache files.

See if that fixes this.
