HELP Timeline freeze, playhead not moving. Premier Pro v14.3.2 build 42

When I play a video clip in Premier Pro, I can hear the audio but the video is frozen, not moving. 

The timeline is not moving at all. I can scrub thru the video files by moving the playhead to see the video content. When I try playing again with the playhead in the middle, its the same thing, video frozen when playing but I can hear audio. Same issue when I try a few types of video format. I tried reinstalling adobe suite and still cannot solve it.

Please use the free MediaInfo and post a screenshot the properties of your media in tree view:

If the file is variable frame rate, which although Adobe says it will support, many users are having issues with VFR.

Use Hand brake to convert to constant frame rate:

I tried everything on the list and nothing works. 😞

Later, I recall installing NDI Tools 4 sometime back when I was working on animation.

The video playing is back to normal now after I uninstall the NDI Tools 4.

Delete the Media Cache and Media Cache files:

If that doesn't work,try resetting the preferences:

If that doesn't work, try resetting the Workspaces:
Reset a workspace
Reset the current workspace to return to its original, saved layout of panels.
1. Do one of the following:
• Click the Workspace menu icon and select Reset to Saved Layout.
• Choose Window > Workspace > Reset to Saved Layout.

If that doesn't work, try Preferences > Audio Hardware and set Input to None.

If that doesn’t work, try updating or rolling back your graphics driver directly from the video card manufacturer’s site.

If that doesn't work, try creating a new project and import the old one into it.
