Help with Premiere 2019 loading

Good mornin' all.

I downloaded, installed and ran Premiere Pro yesterday.  It ran as expected the first time.  I'm on a new pretty beefy MSI laptop, and of course it needed a reboot after installing more stuff.

Now Premiere Pro won't load.   I did an uninstall and re-install and it ran exactly one time normally, but won't load again.

Going to a reinstall again to validate what's going on, but of course, I'm not about to do an uninstall/reinstall everytime I need to start the app.

Note, I'm using trend micro of antivirus in case there's issues there that anyone knows of.

    First of all update windows.

    Still dont know what media you using (codec/format).

    I hesitate to post this as I don't have confidence the issue is fully resolved, but after a second uninstall/reinstall cycle Premiere is not starting up normally multiple times.

    Nothing to screen shot.  Nothing comes up, no error messages.

    Note: In trying to uninstall again, I was blocked by the uninstaller telling me to close Premiere.  It wasn't in my task manager, but there was something left over in back ground processes.  Killed that and proceeded with the uninstall.
