Help with TV requirements for Broadcast : MXF OP1a file

Need a little help with this export.
The platform where my file needs to be uploaded requires the following (quote)
HD (1080/50i)
Container: MXF (OP1a)
Codec: XDCAM HD422
Format Profile: 422P@HighLevel
Frame size: 1920x1080
Aspect Ratio: 16:9
Frame rate: 25fps
Interlacing: Upper Field First
Bitrate: 50 Mbps
Chroma Subsampling: 4:2:2
GOP Lenght: 12 (M=3, N=12)
Audio
Format: PCM (Little Endian)
Channels: 2 (1 Channel per Stream)
Sample Rate: 48 kHz
Bit Depth: 16 bits/24 bits
In addition to that, video levels should be ITU BT.709 / EBU R103 - 2000
It's not the first time I upload videos to the platform but it has never been smooth sailing. This time I would really like to understand once and for all if I can export a file that meets all these requirements from Premiere or I have to use a different software.
What I do:
Video
Obviously I'm going with MXF OP1a with a XDCAMHD 50 Pal (422) Video Codec.
Frame rate, frame size, aspect ratio, interlacing are all correct.
No problem so far, then we have:
Bitrate: Premiere won't let me adjust bitrate (I assume it's fixed for this particular Format + Codec combo, and it's what XDCAMHD50PAL stands for)
Chroma subsampling: again can't be adjusted but I would imagine that (422) means just that.
GOP Lenght: I can force fixed lenght and closed GOPs but beyond that I can't manually adjust values.
Audio
Format: I'm only given the choice for Uncompressed audio
Sample Rate: 48000 Hz (can't be changed but that's ok)
Channels: 2 Channels
Sample size: can either pick 16 or 24
Video Limiter
My options are
100 IRE (SMPTE Range)
103 IRE
105 IRE (EBU R103 Preferred)
109 IRE (SDI limit)
I can't find a perfect match for ITU BT.709 / EBU R103 - 2000 so I just go with EBU R103 preferred)
My file gets automatically rejected. I can call and ask them to check and they'll fix it, but I'd really like to get on top of this once and for all; is this sheet just outdated, is Premiere lacking a couple settings, or am I doing something wrong here ?
