HEVC (H.265 iPhone 8 Plus Slow Motion Video) not importing/opening (suddenly)

Premiere 14.3.0 Build 38

This happened after I installed an SSD as cache and moved the project over.

First start I somehow needed to re-register this PC (I also moved the windows pagefile)

Then it complained about needing an online licence but I clicked ok to fast. 

Now, even when I open a completely new project (media cache deleted beforehand) I get a general error on importing the iphone .MOV file
Attached is the smallest test-file I have. Interesting enough it does work in After Effects...

Any ideas?
