Highlight frame with color

The contrast between the frame and everything outside of the frame is hard to disern.

I prefer the Dark mode so I don't want to change the display setting but is there a way to change to color of the Frame?

I currently place guids arount the frame, but it tricky; the dissappear if they aren't in the frame.

AFAIK you can't change that color. You may find the "Add Guide" command to be useful in your case (right-click on the ruler in the program monitor)
