Horizontal line glitching on playback in premiere pro 23

After importing footage into premiere pro 23 with no edits, cuts, or anything whatsoever, the footage plays back at the correct speed but shows horizontal flickering. Playing footage back frame by frame doesn't recreate the problem unless I hold down the button so it continuously moves as if it was playing normally. I noticed the problem utilizing C200 Canon raw lite footage (.crm) but also tried it with C200 .mp4, c100mk2 AVCHD, gopro 10 .mp4 footage and run into the same problem. The only time I dont see it is when its in a minimized window. 

 

There is no flicker upon playback on the camera or outside of premiere, davinci resolve handles it without the flicker, and it doesn't export with it.

 

I've tried various sequence settings and running it in after effects with the same result.

 

Current Set up:

Windows 11 Pro, Premiere Pro 23,

ASUS TUF Gaming X570-Plus

AMD Ryzen 7 3800XT

(MSI) AMD RadeonRX 5500XT

G.Skill 16GB Ram (2)

 

All everything has been updated. When looking at the system info gpu is ~20% if that where CPU is over 90%

***UPDATE***

After getting more test footage I realized it was only an issue with things moving in the frame and was a tearing issue. I fixed it by going into my GPU controller settings.

You might want to right click on the footage in the project panel and go to modify/interpret footage and try switching fields and pull down to none/OK. Or try the other field options if that doesn't work.
