Basically, I remove the green screen of a person, and I want to put an Glitch overlay (video) on top of him, but how can I copy the ULTRA KEY's mask, and to paste it ointo The GLITCH OVERLAY's opacity.

I don't want to mask again frame by frame.

You could place a duplicate of the keyed clip in the Matte Source Video Track with the Track Matte Key effect applied GLITCH OVERLAY clip.

For what it's worth, this is usually when you right-click and choose Replace with After Effects Composition.

I also figured out, that I can just Nest The Top clip, and let the background stay there by itself.
