I'm working on a project in which I would like to stretch just the vertical aspect of the footage.  In Photoshop, you can use scale and just add 1 or 2% to the vertical dimensions.  It works flawlessly.  Is there something similar in Premiere?

There is, under Motion properties in the Effect Controls panel.

Just be sure to unlink the dimensions for vertical only scaling.
