how do a reposition the tool and audio meters pallettes?

So gotta admit it took me a while to figure out how to set up my workspaces but finally figured out how the different dropzones functioned but I always have difficulty with the tools and audio meters pallettes.  There doesn't seem to be an area to click and drag for the tools and sometimes if I click near the top right of the audio meters I get the close etc options.  Makes me a little crazy.  What am I missing?
