How Do I Adjust the Mouse Scrolling Speed? aka Mouse Wheel Clicks once, multiple effect lines move

So this has been bothering the heck out of me ever since moving to CC.

How come when I scroll up and down through effects, or files, or literally any horizontal scroll, it scrolls so SLOW. I have to scroll my wheel 6, 7, 8, 9+ times just to go from the top to the bottom of my effects list.

It seems that premiere has it as 1 wheel-"click" = 1 line
For my mouse and my finger, 1 scroll = +/- 5-clicks

Therefore if I want to get to something even 15 lines down, I have to scroll 3 times. 

It might not sound like much, but I apply a LOT of effects and have to scroll constantly through my effects list

How can I make it so 3 clicks move 15 lines??

Adjusting Windows Mouse settings results in nothing, so I have to assume it's 100% a premiere function.
