How do I change scratch disk and project defaults?

I work in public library where we have Adobe subscriptions available to the public. We would like to set up the computers so that all temp files, autosaves, scratchdisks etc go to a specific folder. that is easily accessible for the public.  Since these are publically acessible PCs, they have Deep Freeze installed, so they will revert to a set state upon restart. Currently the default is the documents folder, which is not what we want. This is a locked folder.  I'd prefer to create a specific Adobe folder on the desktop (we do this no problem for other applications).  However, it seems I can only do this on a project per project basis. 

 

Or, even better, is there a way to globally set this up so that all Creative Cloud applications go to a specific folder?

This is a user-to-user or "peer support" forum, and of course, I'm another user. But I don't think that is possible. It might be if you had an Enterprise account and support, but that is a more expensive subscription.
