How do I *consistently* assign tab types to a panel?

Hey all.  I'm a bit confused.  I'm trying to organize all my projects into a single panel, yet when I click on them in my productions panel Premiere *sometimes* puts them into one of my panels (in my case the lower left) and *sometimes* puts them into the upper panel i've got that shows my Source: content.

 

I'm wanting to set it so that when I click on a project it opens consistently in the SAME panel set.  Having them appear as tabs in different panels makes no sense.

 

Help?

Projects in Premiere Pro save the last panel group they were docked in. To keep a panel like the Project panel consistently docked in a certain area, drag it back to the bottom left panel group (or wherever you prefer), then close the project. When you reopen the project, it should open in the same location it was last docked.
