How do I embed clickable buttons in video?

Hi all. I'm wanting to know if you can embed opt-in forms for email addresses and/or clickable buttons to lead back to my website (shop) within premier pro when the video is actually being downloaded and brought from my website shop - so not being streamed through vimeo, You-tube, or the like? And yes, this may be a silly question - I am new to all this 🙂
