Is there a way to maintain video quality after I scale it up?

After Effects has a couple of options. You may want to research the Upscale effect.

I’ve had good luck in generally upscaling in Premiere.

Didn’t you see anything that appeared to be pixelation when upscaling a clip in Premiere Pro?

Premiere’s upscaling is not like say Topaz or some of the new app/plugins out there. It’s still a ‘standard’ method, and there will be visible upscaling pixelation issues with any notable size changes.

Ae does have better upscaling than Premiere still.
