How do I open up a new project without the project window always opening half-offscreen?

If I already have a project open, and I open up a new project in Premiere Pro 12, the "Project" window of that project is always created as a new window that is almost completely offscreen and I actually have to use a separate program that integrates with my operating system so that I can use a hotkey to move it on screen so I can then grab the top of the window and move it around and put it into the workspace like everything else. I have to actually use a separate computer program to wrangle this new window.

My obvious question is how do I open up a new project without Premiere creating the project window offscreen every single time, so every single time I open up a new project I have to click on it and use a hotkey macro to align it onto my computer screen so that I can then drag it back into the workspace panel where all the other projects are? This puts me in a dysphoric headspace every time I open up a new project.

Mac OSX 10.12.6

I have tried "reset to saved layout", and it doesn't seem to affect anything.

    We would need more info to troubleshoot the issue properly. Please let us know your system specifications like CPU, GPU, RAM, number of monitors used and the screen resolution. Also, let us know if you are using any capture card like Blackmagic DeckLink.
