How do I zoom in a title screen "into" the footage?

I started messing with premiere pro but I'm still a newbie with it. I want to do the cliche black screen title with footage playing in the text, and then screen zooms in into the text and we see the footage playing full screen.  Like this

I know how to put the video playing inside the text using Track Matte Key, but I don't know how to "zoom" the title. I've tried growing up the text size, but it grows until a point where it just gets blurry and the video stops playing inside it.

Any tips? thanks!

    Moving video on track V1

    Clip of Black video on track V2 (to generate: File > New > Black Video

    Text on V3 (White type on transparent background from the Legacy Title Generator)

    Apply the Track Matte Effect to the Black Clip on V2, in the effects controls panel set the Matte source to V3 (the text) and check the Reverse box.

    You should now see the video through the type.

    Select the text on V3 and using keyframes, zoom the type up large via key framing the scale control.
