How do you achieve this effect in Premiere?

Does anyone know how this type of chromatic aberration is achieved? I have seen a couple of videos where they explain how to do it in a color image. But I haven't found one where it explains how to do it in black and white as you can see in this gif.

I want to make a black and white scene where the person has this kind of chromatic aberration edge in their silhouette. I have seen videos on YouTube where they teach how to do the effect, but it is always in color.
