How do you create a camera flash like in Euphoria S201?

These look like transitions creatied by animated a circle mask to scale up and back down with heavy feathering. Keyframe the brightness parameter in Lumetri Color to get that overdriven look when the transition is at 100%. I feel you can pull this off in Premiere Pro, but After Effects might give you more control with the masks.
