HOW DO YOU PIP IN ADOBE PREMIER PRO CC??

Ok I'm frustrated because I can't figure this out. I have been trying to find a simple tutorial for this all day but all of them are advanced or they are poorly made tutorials. The adobe website wasn't of any help. I am trying to make a meme out of a video and I want to PIP a logo on a characters head a make it hover over the character's head during the entire video. Something like those troll face meme videos where people a troll face to someone's head. I am a noob at this and I really need a simple, simple, simple as It can get instructions on how to do this. I am now 4 hours into this trying to figure it out...

Most of the PiP tutorials are older and some of the UI may have changed since they were made. The easiest way is to go to Effects Panel > Presets > PiPs > 25% PiP's and then choose the PiP orientation that you need and drag and drop it onto your clip in the Timeline. It's just a preset, so once it's applied you can tweak things like size and position as needed in the Effect Controls Panel. If you want it to be a composited face over some other video clip(s) then you will almost definitely need to animate things int eh ECP. There is no very quick and easy way to do that, but it can certainly be done. It just takes some time and experience.

But how do you make the Image big in one frame, and then shrink and move to the left in the next frame of the video?

You do that by keyframing position and size.

What you want to do may be done more accurately in After Effects.
