How do you properly make 24 fps out of a 23,927 fps video?

How do I correctly edit a video from 23.976 fps to 24 fps? And how do I edit videos with different frame rates? Also, what about the sound that distorts as the video speed increases or decreases?

I would interpret the footage to 24fps, right click the video file in the project manager.

 

Make a new sequence from clip and if the audio does not match, use the Rate Stretch Tool ( Keyboard shortcut R) to alter the length of the Audio to match the video.
