How to add blur to top and bottom of video

I am trying to add a blurred version of the video to the top and bottom to get rid of the blur and I cannot work out how to do it at all, any help would be amazing!

    Another option would be to put another instance of the clip on a lower video layer and increase its scale until it is blurry and fills the screen.

    Draw two rectangular (top and bottom) and assign them to the blur effect.
