How to add borders to a video in Premiere Pro?

Hello,

I am trying to create a video meme in premiere pro. I've uploaded the video in to my timeline and now i need to add some borders to it so i can write some text at the top and at the bottom of the video. I would appreciate any help as i am fairly new to adobe.

    For this you could try scaling the video down so it is smaller than your sequence dimensions. Then if the black color underneath is not desired, simply create a Color Matte and place that matte on a track beneath the video. I believe this will give you the most flexibility, hopefully this helps!

    You'd need to do some sort of mask and maybe a color matte layer, the mask to limit the color matte to the edge as your border, and put your text on the color matte layer.
