How to adjust exposure on moving animal that bends and tilts its head often?

I want to make the head of a peacock look brighter while its moving and beding its head to eat.

I tried masking and tracking but there are issues:

1) doesn't do a good job while tracking

2) doesn't adjust size, angle position of the mask when the animal moves.

Manually tracking like this can be done in Premiere, but it's super time-consuming/fiddly. I'm with Richard, Ae is the better bet.

Everyone's mileage always varies ...

I think you may have to use AfterEffects for this.
