How to centre text (updates appears to have changed things!)

Hi all,

I can't for the life of me find the text centralise button anywhere. There used to be a horizontal and vertical centre button, but is it hiding? I can't find it any more...

    You've selected the graphic clip on the timeline and are looking in the Effect Controls Panel. Instead, with the graphics clip selected, look in the Essential Graphics Panel:

    I have clicked in Window > Essential Graphics, but this panel opens which doesn't seem to look anything like your image...
