How to change (own default) Profile directory? and adjust workspace directory?

When I start Premiere Pro then my Profile files are currently stored in my Download directory.

I don't want this.

How can I tell Premiere Pro to store all profile stuff in lets say the directory

D:\tools\videos\Premiere pro\mypreferencs\

?
