How to create a BFEP effect?

Question

What is bfep? https://en.wikipedia.org/wiki/Blue_field_entoptic_phenomenon
 
I need help re-creating these effects (symptoms) in a 360 video:
 
One is "BFEP" which I have no idea how to go about creating
The other one is "Ghosting" which I tried to re-create with the "echo" effect with no luck.
 
If you could help me and many other people from the Visual Snow Community would really appreciate it.

Premiere does not but After Effect has a snow effect.
