How to display lower order videos on top of higher videos?

how to display lower order videos on top of higher order videos (with scale reduced to say 50%).Pip works only in the order in which videos are displayed in the timeline.(ie higher order videos can be displayed on top of lower order videos with reduced scale)

that will create a combination of both, i want just the lower track video on top(not blending)

Premiere Pro looks down. Clips on higher tracks will obscure clips on lower tracks. That's just how NLEs work. You'll need to accommodate that.

I don't know what a "lower order" video is. That's not a common editing term. Can you clarify?
