How to drag and drop effects presets to organize them?

So I've imported lots of effects over the years. At this point there is some Czech looking character name for the folder all custom Presets drop into. I try making new custom bins, but can only drag certain existing effects (Accelerated) into those. Other custom effects bundles  won't drag into them. No idea why.  I really (really) need to organize effects by bins for various ongoing projects.

What am I missing? Is this 2024? Shouldn't we be able to just drag and drop effects into different bins of our choosing? Please help. Thanks.
