How to export 1080p Sequence in 4K, when Footages are 4K?

My footages are all in 4K.

I worked my video in 1080p Sequence in Premiere Pro. (I thought I just need full HD)

I want but export this Sequence in 4K as well.

Must I need to make new 4K Sequence and work everthing once again?

Or is it possible, that I export my 1080p Sequence in 4K, only changing Redner-Setting?

What happens if you change your sequence to 4k in the sequence settings?

My video footages stay just on center of the sequence, but not upscaled.

Only the text layer are upscaled.

Select all the clips in the timeline, right click and chose 'set to frame size' this should make them full frame.
