I can't imagine why anyone would post 8k videos on YouTube ... I work a lot with colorists who routinely get 4k->8k in media for b-cast, feature, and streaming work ... but most of them have never had an 8k deliverable requested by a client.

In the Export Settings pick the 4K youtube preset from the H.264 dropdown and set profile to high and level to 6.2 in the encoding settings.
