how to fix low quality youtube video?

Hello I am fairly new to adobe, I'm having some issues with my video once its uploaded to youtube. I've watched several youtube videos on how to get the best quality, tried everything they've said and it still comes up poor. It looks great once I render it and play it in my windows player but as soon as i upload it to youtube, its fuzzy. If someone can please help me i would greatly appreciate it!

Profile- High

Level- 5.1

VBR pass 2

Target bitrate- 16

Maxium Bitrate- 50

Lately I've been exporting to ProRes HQ and uploading that directly to Youtube (yes, youtube will take prores). This has given me the best results once YT does their compression. I was surprised how much better it looked because I too had been using the recommended settings, but ProRes works MUCH better.

(Jim suggested DNxHD, which would give similar results, but I do not personally have any experience uploading DNX to YT so I can't speak to how well it works. )
