How to have an entire image black and white when only a cropped portion of it is?

I adjusted a portion of the image using Mosaic, Crop, and Gaussian Blur in that order to blur a portion of the image. I am making a black and white film and when I applied the filter the only area that was black and white was the cropped area. The black and white appears tp be connected to the crop tool and I wanted to know how to have the entire image as black and white. I am using Adobe Premiere Pro CC with the latest software updates.

Try nesting the affected clips, then add the Crop effect.
