How to have black background for titles (Premiere Pro CC 2018 Title Tool)

I'm working with the new title tool where you make changes with the effect controls - and I can't figure out how to make my title on black instead of over video.  In the legacy tool, I think it was labelled 'background'.

There are obviously work-arounds, but there must be an option somewhere that I'm missing.  This is my first time using the new title function in v12 and I feel like I'm missing an entire menu somewhere.... (or maybe that's just the flu...)

If it makes any difference, I'm working in a multi-clip sequence and I activated the Type Tool Icon, clicked into the program monitor and typed my title.

    Drag/drop a mogrt from the "Browse" tab to a track above your media will get a black 'ground if there's no video under it. Modify it as needed. If you have video under it, as noted above, use the new item icon to make a black video clip, put that below your text, above your video.

    If you're say doing credits or titles past or before the video clip, just part the CTI where you've got blank sequence, click in the program monitor, and start typing. You'll have black behind your text.

    Create black video or a black color matte and put it on a track below your title and crop and reposition if necessary.
