1. If you want to replace the clip you can Overwrite it into the same track. Notice in the picture the source is patched into video track 1 only (assuming you only want to add video and not audio). I have the Overwrite icon from the source panel highlighted in RED in the picture below. Use the icon or the heads-up-display for Overwrite.

2. If you want to do a picture-in-a-picture (PIP) or rather just put it in new video into it's own track you can put it into video track 2. I still only the video track 1 is patched so now extra video is placed into the sequence. You can use the heads-up-display (HUD) to drop it into the track above by using overlay. If you are using a second track you can resize the video on track 2 and still see some of the video on track 1. If you want to use a preset there are PIP presets in the Effects panel.

So i can pip even with clips and not pictures?

Yes. PIP any image, still or video. When you use the preset it will set the scale. If the scale is not to your liking, you can easily change it in the Effects Control Panel once you select the clip.

On the timeline, place the background clip on V1 and the clip you have keyed the green out of on V2, directly above the background clip. You should see the contents of V1 in the areas you have keyed out from V2.

The timeline is always looking from a higher track clip to a lower one.

Yes. If you need to scale it (make it smaller) or position it, click on the top clip to select it and go to the Effect Controls Tab.

You will see controls there to scale and change the position of your clip.
