How to Insert Web-Sourced Live Reaction Avatar

I've been using a reactive avatar that uses Fugi to monitor my speech activity on Discord while streaming. I've used OBS software to record videos as well with this web source. Is there a way to insert this source into Premiere Pro as an overlay during voice recording? Alternatively, I am willing to learn a built-in tool that flips between two images in reaction to a noise gate, if such a tool exists.

Otherwise I'm gonna have to pre-record, somehow preserving transparency, which would defeat the purpose of Premiere on this project.
