How to make a sequence where one still image slowly fades and is replaced by another

My skills and

My skills and experience in Premier Pro are somewhere between mediocre and low. That said, I came up with an idea to fake in a morning sunrise on an old church I had photographed in full light with some dramatic clouds. I'm wondering if it is possible in  PP to open a sequence with the morning image and gradually replace it with the full daylight, and if so how? Or is this better in after effects at which I am worse than PP. Any and all replies are welcome, good, bad or ugly. The intention is a sort Reel on FB video on Tik Tok.

    I would put the first image on V1 and the second image on V2, add the film dissolve transition to the start of V2 and drag the transition length and the clip start time to get the effect you want.

    I applied the default transtions and adjusted the transition timing. Thanks for  responding.
